The more keywords or keyword phrases you use per web page, the less important each become to the search engines. If you only have one keyword on a page, then it's strength would be 100% for keywords. If you had two kewords per page, then the strength of each would be 50%. The more keywords per page, the less important they are. You must do your research to choose the right keywords for each of your web pages.
